Foreign nationals planning to stay in Turkey for an extended period must obtain a residence permit. In addition to various types of residence permits in Turkey, such as long-term residence permits, family residence permits, and student residence permits, the short-term residence permit is the primary option for foreign nationals settling in Turkey for the first time who have no family or educational ties to the country and do not meet the requirements for long-term residence. For this reason, the short-term residence permit, which includes types such as the tourist residence permit, the citizenship applicant residence permit, and the short-term residence permit obtained through the purchase of real estate in Turkey, is one of the most commonly applied-for types of residence permits.

Buying a home in Türkiye does not automatically create a residence right. It can, however, provide a lawful ground to apply for a short-term residence permit under Article 31/1(b) of Law No. 6458 on Foreigners and International Protection. Real estate ownership must meet current Turkish Migration Management criteria on value, residential character and use, and the application itself is a separate administrative process through e-Residence.

Below is a practical guide for foreign buyers: thresholds, documents, valuation issues, the application path, how this route differs from Turkish citizenship by real estate investment, and when a permit may be refused, cancelled or not renewed.

Basic Requirements for Obtaining a Residence Permit by Buying Real Estate in Turkey

Minimum property value and current regulations ($200,000 value after October 16, 2023, and exceptions prior to that date)

Law No. 6458 lists “foreigners who own immovable property in Türkiye” among persons who may be granted a short-term residence permit. Law No. 7533 later added Article 31/6, stating that the nature and value of the property used for this purpose are determined by the Ministry.

In practice, Migration Management documentation and guidance apply a USD 200,000 threshold for residential property used as the basis of this category where the purchase (title registration) is on or after 16 October 2023. The controlling figure is generally the sale price written on the title deed (tapu), converted to US dollars at the Central Bank (CBRT) selling rate on the deed registration date, not an informal offer price.

For purchases before that cut-off (notably within the prior administrative framework), lower thresholds applied in metropolitan vs other provinces (commonly cited as USD 75,000 / USD 50,000), typically with a valuation report.

Nature of the property (requirement that it be residential and the importance of the title deed record)

The property must be residential and recorded as such on the title deed. Commercial units, land alone or structures that cannot lawfully be used as a dwelling are generally unsuitable. Official application materials also emphasise that the home relied upon for this category should be used by the owner as a residence and not treated as a rental or similar income-generating asset while it forms the basis of the permit. Closed-neighbourhood / foreign-density restrictions may further limit where property-based applications are accepted.

Applicant’s ownership status and legal requirements

The foreigner (or co-owners in a way accepted by the authority) must appear as owner on the tapu. Article 32 of Law No. 6458 also requires: a valid ground with supporting documents; not being among persons barred from entry (Art. 7); accommodation meeting general health and safety standards; a criminal-record certificate if requested; and a declared address in Türkiye.

Who Can Apply for a Residence Permit Through Property Acquisition?

Any foreign national who lawfully owns qualifying residential property may apply under Article 31/1(b), subject to the value and use rules above and to ordinary public-order / security screening. Purchase itself is only the first step; the short-term residence permit must still be granted.

Family residence permit application options and requirements for the property owner’s legal spouse and children under 18

The property owner’s foreign spouse and minor or dependent foreign children may typically seek a family residence permit linked to the sponsor’s status (YUKK Arts. 34–35), within the sponsor’s permit duration. Marriage and custody documents must meet formality and translation/apostille standards.

Applicant’s intention to reside in Turkey and address declaration

Authorities expect a genuine intention to reside and a complete address declaration. Using the permit for a purpose other than that for which it was issued is a statutory ground for refusal or cancellation (Art. 33).

List of Required Documents

Core items usually include:

  • Residence permit application form (generated via e-Residence)
  • Passport (or equivalent), original and copies; validity should cover the requested period with margin
  • Four biometric photographs (as specified on the system)
  • Valid health insurance covering the stay in Türkiye
  • Proof of sufficient and regular means of livelihood
  • Title deed (tapu) and a current extract (e.g. via e-Devlet / land registry)
  • Proof of payment / bank transfer receipts (in case of Migration Management require)
  • Address / accommodation evidence consistent with the property relied upon
  • Residence permit fee and card fee receipts

What Is a Valuation Report and How Is It Obtained?

A real estate valuation (appraisal) report is an expert assessment of market value prepared for land-registry and related transactions. For citizenship-by-investment purchases and for older property-based residence files (pre-16 October 2023 thresholds), appraisal evidence has been central. For post-16 October 2023 residence applications under the current USD 200,000 deed-price practice, authorities typically look to the registered deed price, not a later appraisal figure.

CMB-licensed valuation companies and the process

Where a valuation report is required (tapu sale procedures, citizenship conformity, or older residence rules), it must be obtained from a Capital Markets Board (SPK / CMB)-licensed valuation company through the official channels used for foreign purchases. The company inspects the property and issues a formal report.

Validity Period of the Valuation Report

Appraisal reports used in title and investment processes are time-limited (commonly treated as valid for a short window such as three months from issuance — confirm the current land-registry / Ministry instruction for your transaction). An expired report usually cannot be relied upon.

Application Process and Points to Consider

Online application steps via the e-Residence system

Applications start online. We create your file, upload necessary documents, select the property-ownership ground, and book an appointment with the Provincial Directorate of Migration Management in the city of residence.

Migration Authority appointment and biometric data submission

Attendance is in person for biometrics and document control. Consulates do not process these in-country residence applications. An authorised lawyer may assist with preparation, but personal appearance rules should be checked for your appointment type.

Application duration and possible delays (2–3 weeks or up to 90 days)

Processing often takes a few weeks in straightforward files; by law and practice, short-term applications are expected to be finalised within a maximum of 90 days. Busy provinces, incomplete uploads or additional security checks cause delay.

Effects of submitting incomplete or incorrect documents on the application

Missing or inconsistent documents can lead to requests for completion, cancellation of the residence permit application, or refusal of the residence permit or later cancellation of the residence permit. Deed price, exchange-rate date, and residential use statements are frequent scrutiny points.

Cases of Residence Permit Cancellation or Non-Renewal

Under Article 33 of Law No. 6458, a short-term permit is not granted, is cancelled or is not extended where Article 32 conditions fail or cease; the permit is used outside its purpose; or a valid removal / entry ban exists. Implementing rules also address lengthy stays outside Türkiye.

Public order or public security concerns may block grant or renewal of residence permit in Turkey. If the property is sold and ownership was the sole ground, the basis of the permit disappears, it is suggested to plan renewals or a new ground (family, work, tourism, etc.) before sale of real estate in Turkey. Closed-area rules and rental of the “residence property” can also undermine eligibility.

Frequently Asked Questions

Is it mandatory to be in Turkey when purchasing real estate? Not always: a properly drafted power of attorney can allow a representative to complete the tapu transfer. Immigration appointments for the residence card, however, generally require personal attendance.

Is it required to appear in person for the residence permit application? Yes for the Migration Management appointment and biometrics in standard short-term property files. Preparation can be handled with legal counsel.

How long does the entire process (title deed transfer and residence permit) take? Tapu transfer can be relatively quick once documents and payments are ready. The residence file may take from about two–three weeks up to 90 days after a complete e-Residence submission and appointment.

Does purchasing a property worth $200,000 grant Turkish citizenship? No. That figure relates to the residence pathway. Citizenship by real estate investment currently requires a qualifying USD 400,000 purchase and additional formalities.

For how long is the residence permit issued, and can it be extended? Ordinary short-term permits under Article 31 (except certain investment and TRNC categories) may be issued for up to two years at a time and can be extended if conditions still hold.

How is a residence permit extension application made, and which documents are required? Extensions are also filed via e-Residence before expiry, with updated insurance, livelihood proof, tapu extract and fee receipts. If the deed date is on/after 16 October 2023, the USD 200,000 deed-price rule continues to govern renewals on that property.
